Government Payment Overview
The Government Payments API allows users to make secure, real-time payments to various government services and departments via the CellPay platform. This includes payments for taxes, fines, licenses, utilities, and other official fees. Designed for seamless integration with third-party applications, the API ensures transparency, traceability, and compliance with government payment standards, offering a reliable channel for citizens to fulfill their obligations digitally.
Please be advised that no test (UAT/Sandbox) environment is available for Government Payment Services. As a result, test data is not provided for these services.
To successfully initiate a Government-related transaction, the following conditions must be met:
- A valid live EBP (Electronic Bill Presentment) number is mandatory for Government Bill Payments.
- A valid chit number is mandatory for Traffic Police Fine Payments.
Transactions initiated with invalid, incorrect, or dummy reference numbers will result in failure and may lead to unintended financial impact.
Once the confirmSystemPayment API is triggered, the transaction is processed directly in the live environment.
- All payments are considered final and irreversible.
- No reversals, refunds, or cancellations will be entertained once the request is successfully submitted.
- CELLPAY shall not be held responsible for:
- Incorrect reference numbers (EBP, chit number, etc.)
- Erroneous transaction requests
- Partner-side system or validation failures
- User input errors
Integrating partners are solely responsible for ensuring the accuracy and validation of all transaction details before invoking the confirmSystemPayment API.
Integration Recommendation (Best Practice)
CELLPAY strongly recommends that partners:
- Implement strict pre-validation checks at their application level
- Obtain explicit user confirmation before submitting payment requests
- Clearly inform end-users that the transaction is live and non-reversible
